Houses of Parliament photographed by an official London & North Western Railway photography. Parliament played a large role in the growth of the railways, and had a certain amount of control over the railways, even though the companies were independent. Parliament intervened on issues such as safety and accidents, and the performance of the railways. They were also responsible for the 'grouping' of 1923, which brought all the railway companies into four large organisations.
